The tool reads every timestamp in what you pasted, works out what is discussed at each one, and writes a short label for it. Times are never invented and never shifted.
What YouTube requires
3 chapters or more, the first at 00:00, and at least 10 seconds between them. Each line is a timestamp then a label, one per line, anywhere in the description.
What this page does not do
It does not know your channel. Labels are accurate but generic — not in your casing, without your numbering, and with none of your links or sponsor line around them.
A full run attaches your Channel Profile and returns the whole upload kit at once, so nothing needs editing before it goes into YouTube Studio.

Only from your source. The tool never invents a time — it reads the stamps in your transcript or notes and labels what happens at each one. If there are no times in the text, it says so instead of guessing.
In YouTube Studio open the video, then Subtitles, then download the auto-generated track. Editing software will also export a transcript or marker list. Rough notes like "04:12 proxy setup" work too.
YouTube only shows a chapter list if the first timestamp is 00:00 and there are at least 3 chapters at least 10 seconds apart. The tool sets the first chapter to 00:00 for you.
